Yes it is, i make iphone apps all the time with my windows! Just get Adobe Flash Cs5! and You can code Iphone apps! clapper;

It's hard to find Flash cs5 tutorials :S (for iphone app making)

It is not possible to make iphone apps on windows like Mac OS X does (for now) but you can get VMware and run Mac OS X on Vmware then install iphone SDK onto it .

iphone sdk works only on OS X but flash cs5 is on both but flash is not that good
