ChromeOS app help

I recently got an Acer Chromebook and I've been wondering if there was a way to make an app that opens on it's own (meaning it won't open the browser when you click on the app). There are several apps that come on the Chromebook that do this already. Are those apps only able to do it or could someone make an app do that too?
