I found a similar software while googling but didn't check it out.
I'll do it in a few hours and let you people know if it worked.
EDIT: It's called Force Skype HQ and it's from nodewave. But it doesn't make the resolution any better no matter which option I select.
Now I think it is a problem with the CPU as it's quite old and Skype doesn't allow better resolutions to be sent over the a video call.
