More than likely it is a firewall or possibly a per-user setting on the PC that is only interfering when you use that account.
It might be worth checking your web browser proxy settings.

Yes check your internet proxy settings and make sure its not set to route through a proxy because I had a similar problem about a month ago where my browser was suspiciously taking longer than usual to load sites and I discovered that the proxy option in my internet settings had been activated (I still have no idea how).

Infact if you run out of options just reset all internet/browser settings back to default and see if that helps.
