Well I know of some of the websites I know that have that stuff is:

http://www.jamendo.com/en/ (under Creative Commons licenses)

http://www.soundclick.com/ (I thinks it free for educational use)

http://www.archive.org/details/opensource_audio (Open Source)

http://www.opsound.org/pool/artist/ (under Creative Commons licenses)

http://www.boxson.net/ (Free)

And thats all I really know of for free music, but out of the list I really like Jamendo!!!
