You made a mistake, valve games weren't made in C++. The only thing were made in C++ was the Game Engines...
Have you ever heard of "Source Engine"? or "Half Life Source Engine"?
Same applies to Modern Warfare 2, only its engine were made in C++. The rest was made in specialized programs for creating models etc (it doesn't require any programming languages, excluding scripting)

yep and source is a beast engine if activision had it, it would be amazing
Nailing my feet to the floor is easier than using my own muscles to balance, but you don't see me doing that
