You want a dedicated server to have a server up running 24/7? If so I don't think you will get that for free

If you have a spare computer you can use as a home server, but I don't recommend having your computer run 24/7 cause it's not good for your computer, and also the bill gets incredibly high.

Doesn't Silverlight enable you to run your exe app as a web app??? (Only works for Windows though as far as I'm aware of)

Actually computers are designed to run 24/7 (aslong as you can keep them cool enough) its switching them on/off that wears them down.

Dedicated hosting is expensive I would go with mikes idea of using your home server. You could have it on only at certain times of the day and make a simple webpage to display server status so people know when they can use your app..or what is it your wanting to run?
