I think this just uses the command prompt or like winapi functions
To disable the port, just changing the registry a bit lol

He actually means CYCLE (not recycle...). Just a (in dutch i only know it) "Vicieuze cirkel". It is kinda like:
you make a code, a friend improves it, so he made a code, another friend of him improves it.... etc etc etc
