I would think it depends on what kind of game.
I was going to mention that but I am talking about any game, any platform really, but if it has to be specific then I am not sure really

I have no experience with this but I think:
-XNA Studio
-Unreal Enginge (for First Person Shooters)
-Java/Flash since it is universal on windows/mac

I am planning to start off with construct 2 to make small games without coding. Stencyl is good for making IOS games on windows, UDK and Unity are more advanced and require more knowledge, the most advanced but good in my opinion are XNA and C#. I don't suggest java because it's the same as C# but the performance is horrible.
If anyone is interested here is a link to website that have alot of tools and applications for game development, with applications for modeling, game programming/development, audio producing too and terrain and environment applications as well.
