If you wanna get into designing, I'd recommend viewing my Gimp tutorials here as I feel they'll be a big help for you. Even though it's Gimp, you can apply a lot of it with PhotoShop, and no it doesn't matter if you have CS2 or higher, it'll work with all, just gotta work around it.

As I said you don't haft to use Gimp, you can use PhotoShop, as you can apply most of the effects, and if you don't have a certain filter you can work around it.
