"in reality my download speed is 150 kbps and 10 up kbps"
I have the same speeds. When I hover over the WLAN network, it says it is 100MB/s.

the dsl downstream speed is supposed to be 1536 Kbps but it isnt
Why do you say that? If your modem reports this speed, then that is what your ISP is giving you.

Wireless G can go up to 54Mbps if you have a good signal, it doesn't sound like your router is the problem.
because i have two routers and one has sucky speeds and one doesnt have as sucky speeds

As long as your router's bandwidth is above what your ISP is giving you then it will not be the bottleneck; 1Mbps is equal to 1000Kbps.

Downloading a 10GB file over a 1.5Mbps connection would take about 15 hours.

100mb/s? it sounds like megabits, megabyte and megabits are not he same.
So in reality:
100 megabits = 12.5 megabytes

You could always ask your ISP if they can offer more bandwidth, but you might need to pay.

Now are you sure its my ISP that's offering me the slowness because I don't want to call them and find out that it's really my modem/dsl/router

I don't see any reason to blame the router.
