He is 11, i don't think he wanted to tell her that she is sexy/hot... But you are right, tell her she is pretty, don't come at her and say you are beautiful, that comes later

Start off be helping her with most stuff, then help her with homework's at her house. You should go step-by-step, and if you rush, then i don't think you will end up getting together with her for a longer time.

Take your time, make her feel that you are always supporting her no matter what, tell her she is pretty & beautiful in-front of other people.

Then you should start hugging her every time u meet/leave, then slowly as time goes, kiss her.
Lastly, go to the movies or another place, and ask her out.
