[VB.NET] Time Is Short

Source to my Time Is Short entry in the MMDC#31. It has a fully function stopwatch, an alarm clock, a countdown timer and the ability to display times of 9 timezones at once along with the local time zone.
The coding for the various functions are mostly separate from each other. So if you need a particular source, you can look it up easily.
