Restart modem and router.
Right click the network at the bottom right, click Repair.
Make sure nothing is interfering with it.
Tighten the ethernet cords.
Restart the wireless chip.
Test it on another computer.

If you are using wireless then change its password and make sure no one has hacked into it.
Also restart your router and modem and computer.
Instead of LOL use this -
LSIBMHBIWFETALOL

Which means -
Laughing silently in between my head because it wasn't funny enough to actually laugh out loud!

You could always check your modem to see the speed that your ISP is giving you.

Well a friend of me had the same problem , he was like a real pirate, he downloaded alot of warez and the ISP said he should limit his bw usage, he didn't listen and the ISP limited the download speed
but downloading to much doesn't always mean your a pirate.
btw :P , ISP is wrong , its IAP (Internet Acces Provider)

hmmm... I guess my downloaded files really could be counted in terabytes, but i doubt AMIS (my ISP/IAP - whatever :))
would block me....

i have tried all, and still - dwnload speed is the same 250kbps !!

Have you checked the upstream/downstream speed reported by your router/modem?
IAP and ISP mean the same thing btw.

If you are using a router with a built in broadband modem you can go to its web interface and there should be a section that tells you the connection speed in kbps. If you are using a modem that is directly connected to the PC then you can find that info in the connection status.
The line quality and ISP package you are on will determine the maximum speed.
