cuz 50% of 100% dont have .NEt framework 4
and Vb 2010 apps require .NET FW 4

I would go with Visual Basic 2008, since Visual Basic 2010 uses .NET FrameWork 4 and I don't think many computers has it, like me.

Not really CleverBoy.
VB 2010 do not compulsorily require .Net FW 4.
You can lower the framework version when creating a new app!! :)
Hope this helps!

you only need framework 4 cuz its installed with '10
if you set the framework to 2.0 it'll be the same
so it doesn't matter
I said this so much "The IDE doesn't matter"

use vb2010. you can program in .net framework 2, 3, and 4.

it has compatibility for vb 2003, 2005, and 2008 (none of those can use vb 2010)

many new features that can program windows 7
