well i randomly can across a site with like 75 photo manipulation sites some are pretty good where you can add tattoo's to a 3d model with animation, its worth checking out

Photo Manipulation (No Download)

i just had a quick look at http://www.splashup.com/
it seems ok another good one is http://www.sumopaint.com
a not so good one is http://www.picnik.com/app its limited for non-registered users and is kinda basic...
and the final one is http://muro.deviantart.com/ basic and some items require premium but its worth it i guess all you got to do is do stuff in the community on deviantART to earn points for unlocks in the editor ( you can switch between basic and pro to add layers
