It doesn't mean they would be less fragmented if they are close to each other :?

I am trying to shring a partition on my hard drive. The closer the files are together, the more i can shrink a partition.

If you need to defrag it completely you should make sure there are no files in use on the drive. If you are running the operating system from this drive then you could boot and run a defrag program from a different disk.
