If you are talking about solution (source code, .sln or .vbproj) then you need to have visual studio or vb express installed, if you are talking about executable file (.exe) then you need to have .net framework installed..

Whats the problem? If you have installed the express edition for the right language it should work.
You can install VS even though you have the express editions.

You could download the VS Installer from http://www.microsoft.com/visualstudio/e ... e/overview
Just install in the normal way, the express editions shouldn't matter. Infact, the installation should be faster since you already have .NET 4.0.
