We need to have a rule to keep people from posting in topics from more than 1 month ago so the new tutorials will be able to stay on top and not be taken to that topics spot, we should have them PM if they need assistance.

Only do that in the Tutorials section though, as what if somebody needs help so posts in the Tutorial Request, nobody answers, then 2 months later he has the same problem and somebody who knows how to fix it comes by?

The problem with not allowing posts in tutorials is that say 3 people come along at different times all asking the same question about your tutorial you would get tired of answering the same question over and over...where as if 1 person posts a question in your tutorial then the other 2 will see it (and your answer) and wont need to ask. If that makes sense? lol
Im currently making different layouts for different forum types so for example in a tutorial section you will see 3 buttons:
Mark tutorial as good (+rep)
Mark tutorial as bad (-red)
Ask a question (post reply)
So instead of people posting replys like "Good tut" and pointless things like that they will see a "Ask a question" button instead of "Post Reply" button to try get the message across that they should only post if they have a question.
