We won't know that until the OS gets released. I doubt that Microsoft would make Windows 8 not run previous windows apps like for Windows 7, Vista, XP, etc:
Plus you actually use web apps everyday, and don't realize it. Your mail provider (Yahoo!, GMail, etc:) is a web application, youtube, facebook, twitter, etc:
