Hello,
I want a website that lets me browse through requests posted by people, and lets me choose based on price and time range.
I'm trying to save money, and since I'm 13 and live in a rural area, my only option is online. I decided the only way I'll make money online is programming in some fashion.

If you are good at something its well worth seeking out a site or company that you would like to work for...
When i did my Degree in Graphic Design and was looking for a good job doing it, I had an Interview with a Large Printing company, who were looking for a Graphic Designer/Mac Operator.
What i did was i went to their website and looked at it and knew i could do better, so i grabbed all the text and Images from the site and re-done it and when i went for the Interview i took my Laptop with the site on and showed them, they were impressed and I GOT THE JOB
In this day and age Employers are looking for people who can think outside the box..
Try it out and see how you get on, because No one will employ you unless you have something to offer, it worked for me, and at the moment i am doing a similar thing in 3d for a well known site on the Internet
and when i have done it i will submit it by email or on cd to the Firm and keep me fingers crossed cooll;
Employers just love people who have a mind of their own and can adapt to changing trends and services..
You have the world at your feet being Young
so show people what you can do and If you have Talent you will easily find people will seek you out and take you on in the role that you seek, wether thats non paid or paid work.

hungryhounduk has a great point you should try doing something like he did with the site graphics and who knows maybe a big site will hire you before someone else does
You can also rent yourself out (legally lol) as a coder to complete jobs for people on these sites.
Scriptlance is good if your mainly a web or graphics designer:
http://www.scriptlance.com/
Freelancer is good for every type of programming/design work:
http://www.freelancer.com/
If you go onto those sites a good tip would be to go for low paying jobs and free work just so you can get some feedback because the more good feedback you have from previous work the better your chances are of getting the high paying jobs..build yourself a reputation basically.
Good luck cooll;
