I can see what you're trying to do but I'm not sure how you would solve that problem :? ...unless you locked your application to a fixed size/state.
One thing you may be able to do (I'm not sure how though off the top of my head) is draw some dots around the area where the textbox needs to be, sort of like using pixels to mark the area where the box needs to be placed.
Then scan the image drawn on the panel for those pixel markers and then position/size the textbox between those marker locations...if that makes sense dunnno;

It looks as though I may have to just set the form itself to a fixed size.
