[URGENT] Adding a Control on RunTime

I don't know how to tell you my problem. But I'll show an image.

This is the first image when a form is start to load:

I want a code that can do this thing :

* Add a Panel with some control on it.
Image

* When delete one panel (Example: I delete Panel 2, the Panel 3 will come closer to one like on the image)

I know this problem has been in this world for a long time so I hope somebody can help me.
