What is the best free website creator?

Hello,

I am not very happy of my site's design. I am planning an overhaul and a completely different builder (my current is Weebly).

My question is, what is the best free website creator? Best themes, most options, least advertising, etc... what fits the bill?

Please give a link and a reason why you think it is the best.

Well, I've always thought of Weebly as the best, but Yola is a close second.

They have nice themes, and as I recall, you can do a fair bit before having to pay for anything.

i have found the best designer is "Notepad.exe" and a little hard work.
That is if you know HTML and CSS you web site can be de-sign anyway you want and your no limited to some cheap site builder template system.

But that is just me.

I use HTML and CSS as well, but I think what he meant is that he wanted some visual designer like weebly :D

I've tried ucoz. Not very user-friendly (I'm saying this cuz I was completely new at that time and they had a very complicated GUI).
